China further slashes administrative approval items for business ventures

HONG KONG - A number of administrative approval requirements and other business legislative issues have been rescinded by China’s State Council, while several others have been delegated to lower level authorities.

The Hong Kong Trade Development Council says that as of November 24, the Council had rescinded (or delegated) 58 administrative approval items; 67 occupational qualifications, licensing and certification items; and 19 of the performance appraisals required for commendations. It had also provided clarification on 82 items of business registration, subject to ex post approval.
The 82 business registration items, a number of which were formerly subject to prior approval, include approval for the establishment of accounting firms and their branches, the establishment of Chinese-foreign vocational skill training institutions and the setting up of internet service business premises by Hong Kong and Macau service providers.
 Also covered is the establishment of Mainland-controlled joint venture performance troupes by Hong Kong and Macau service providers and the establishment of commercial medical institutions, as well as food distribution and catering service permits.
